 Coordinate the permit process with city planning departments 
 Resolve problems regarding plans or specifications, conflicts with the architect, engineer and subcontractors as required 
 Prepare, review and approve various reports, forms, correspondence, budget documents, and group goals/objectives 
 Coordinate the daily construction operations of multiple job sites 
 Work with the General Contractors to create a plan to manage the project schedule to ensure on-time delivery and within budget 
 Track, monitor, review and approve change orders as needed for clients and subcontractors 
 Proactively track of material orders &#38; shipments 
 Monitor the progress of the construction activities on a regular basis and hold regular status meetings with contractor

Works closely with users and stakeholders to budget their time and commitment in order to receive the appropriate operational feedback and input.   Consistently initiates and participates in productivity and quality improvements, including benchmarking with other facilities and monitoring progress.   Prepares, reviews and monitors budgets and all project dollar expenditure financial performance.   Oversees the construction process including the scheduling of vendors, monitoring of progress and providing progress reports. Reviews and evaluates the general condition of the project location as it applies to current or future projects.   Ensures project compliance with all Medical Center polices, OSHPD policies, OSHA requirements, federal/state/local regulations and Joint Commission requirements.   Communicates with customers in a positive and professional manner. Serves as both part of the design team and construction team. Makes contact on a routine basis with customers and works closely with all Facilities Management team members to improve customer service, including other internal departments that contribute to the successful delivery of projects.  Design and Construction Unit 1 (Position Code 0934)   Overview:  Do you want to make a difference in your community by ensuring that over 1.9 million people get clean water every day? Valley Water is looking for a highly capable Assistant Engineer II to join the Watershed Design and Construction Unit #1 that manages, designs, and supports our flood control, protection and environmental enhancement projects concentrating on floodwalls, levees, berms, bridge replacements and much more. 
 The Assistant Engineer II shall assist the Project Manager (PM), and at times other PMs in the Unit, and when needed, act in the role of a PM to plan, design, prepare plans, specifications and estimate, manage consultant contracts and their submittals, manage construction contracts, prepare Operation &#38; Maintenance guidelines, interface with communities, and assist with coordinating with regulatory agencies with respect to CEQA and permits. The Assistant Engineer II shall perform professional engineering work as a staff specialist including but not limited to the design of civil, geotechnical and/or structural areas; preparing project plans &#38; work plans; initiating new project proposals; coordinating in-house production of plans, specifications and bid packages; and coordinating and serving as a resource or as a project team member on various flood control projects, water utility projects, and environmental enhancement projects as assigned. In addition, this position will ensure work quality and adherence to professional codes, standards, and Valley Water specifications. Currently, this position will assist with managing the Coyote Creek Flood Management Measures and Flood Protection Projects which are critically important to the success of the Anderson Dam Tunnel and Seismic Retrofit Projects and are on an expedited schedule. 
 Key Responsibilities include, but are not limited to : 
 
 Perform a variety of professional civil engineering duties in the planning, design, development, construction, operation, and maintenance of Valley Water&#39;s flood protection facilities and systems. 
 Lead, oversee, manage and participate in the civil engineering planning, design and construction of flood protection projects; define scope of work, budgets, schedules, project plans, prepare status reports, and maintain project files; conduct various engineering studies, investigations and analyses in the development of project alternatives; participate in preparation of reports for planning and design studies and analyses; QA/QC review of bid documents; ensure planning, design, and construction phases adhere to Capital&#39;s Quality and Environmental Management System. 
 Oversee and manage the preparation of engineering specifications, drawings, sketches, engineering calculations; review drawings, plans and other work submitted by external consultants, engineers, contractors and developers to ensure compliance with industry and Valley Water standards and specifications; draft and prepare technical and administrative correspondence and reports. 
 Perform and review engineering calculations and prepare cost estimates for proposed projects and contract construction and installation work; gather project specific data from the project site(s). 
 Provide support to Valley Water civil engineering construction projects; assist in the inspection of contractor installations as necessary; provide technical support during project construction including design changes, submittal review, approval of change orders, negotiations with the contractors and internal CM staff, monitoring construction management cost, request for information from contractors, interpretation of contract documents and assistance with change orders; prepare and review construction contract documents as assigned. 
 Assist Valley Water environmental staff in their coordination with regulatory, environmental and/or construction permit activities and processes within Valley Water and with outside agencies. 
 Represent Valley Water in meetings or presentations to internal customers, the general public, consultants, managers, Board advisory committees, and Federal, State and local agencies as assigned. Prepare materials for public meetings and tours. Interact with the public and provide timely responses to project related inquiries.

 A minimum of two years of Geotechnical (or Civil/Structural) Engineering experience including but not limited to the design of levees, slope stability structures (floodwalls, retaining walls, etc.), bridges, and other flood control structures. Five years of experience is ideal. 
 Experience perform engineering studies, writing reports, and preparing plans, specifications, and cost estimates (PS&#38;E). 
 Experience reviewing consultant&#39;s PS&#38;E submittals and recommendations for accuracy and completeness. 
 Experience providing design construction support services including bidding support, construction field observation, construction administration and construction management. 
 Project management experience, especially with multi-objective projects. 
 Management of technical staff (engineers, CADD drafters, etc.). 
 
 Ideal Skills and Abilities: 
 
 Excellent organizational and time management skills. 
 Ability to complete design and construction phases of flood control/protection capital projects and/or public works projects. 
 Ability to assist team with completing multiple projects or project tasks with varying priorities in a timely manner. 
 Excellent communication (oral/written) skills with internal and external stakeholders, as well as strong public speaking/presentation skills. 
 
 Ideal Knowledge: 
 
 Geotechnical (or Civil/Structural) design methodologies and practices. 
 Planning, administration, and management of consultant contracts and project staff. 
 
 Ideal Training and Education: 
 
 Graduation from an accredited four-year college or university with major coursework in civil, structural, or geotechnical engineering. 
 Civil CADD, Civil 3D, geotechnical and structural design software and analysis methodologies. 
 Project management related training. 
 Construction Administration/Management training. 
 
 Required License or Certificate   Professional Engineer (PE) License issued by the State of California is required (GE or SE License is ideal).
