Job Title: Project Manager
Summary:
This position is based in the Construction and Utilities Division within Storm Water Services and is responsible for providing project management skills and principles for Major and Minor Flood Control projects and Water Quality projects.
Major Duties and Responsibilities:
Manages various construction related contracts with responsibility for monitoring project schedules, budgets and construction requirements
Serves as lead coordinator on all assigned review projects
Assists with preparation of various reports and correspondence such as Council Actions, CMRs, claims, and resource reporting
Provides constructability review of flood control, point repair, and water quality plans, estimates, and contract documents
Preparation and review of construction related contracts
Review of contractor submittals
Support in management of City Item Code master list
Special provision development
Provides technical advice
Information and consultation on project submittals
Conducts special studies of construction and administrative problems and recommends resolutions
May participate as an active member of the Storm Water Construction Leadership Team
May be required for on-call emergency response activities
Visit project sites for constructability, utility conflict and easement questions as needed
Performs other assigned duties as required
Knowledge, Skills & Abilities:
NCDOT Standards and Specifications, applicable Federal and State regulations
Ability to successfully perform project document constructability review and conflict resolution
Ability to conduct field investigations
Effective verbal and written communication skills
Ability to develop technical reports
Ability to comprehend, assess and apply fundamental construction principles to project initiation, planning, implementation and closeout
Ability to work cooperatively with other City employees and the public
Ability to apply conflict resolution techniques
Knowledge of materials, methods and practices used in various types of construction plus an understanding of and experience in site restoration
Ability to work well with others in a team environment
Ability to interact courteously and effectively with the public
Ability to plan, prioritize and organize work and complete assignments with minimal supervision
Intermediate computer proficiency level in Adobe PDF, Microsoft Word, Excel and Outlook
Demonstrated ability to apply conflict resolution techniques, and positive solution development
Requires a valid driver’s license and a good driving record with the ability to obtain a City Driving Permit
Minimum Qualifications:
Bachelor’s Degree in Construction Management, Civil Engineering or a related field and three years of related construction experience
Preferred Qualifications:
NCDOT Standards and Specifications, applicable Federal and State regulations
A Professional Engineer
Considerable construction management experience demonstrating progressive responsibility in civil engineering or municipal capital improvement projects
Construction estimating experience
Experience in storm water and water quality construction project
Ability to communicate in other languages
Salary:
$76,519 - $95,648 Commensurate with Experience
